Implemented the mastodon version for Kay Savetz's Atari8bit bot

I used mastodon.py for the communication, in order to make the integration simpler, I used the twitter api data objects.
One difference is that in mastodon, mentions are in notifications, it is easier to get hashtags. This makes easier to reply with debug messages without spamming everyone mentioning the bot.
I'm currently running the instance in my RPI 4 at home. will return to their rightful owners when ready.
